Reduction nomination leadtime

The starting point of the balancing regime is that market parties balance their own collective portfolios and, in doing so, the gas transportation network. In order to improve this process, GTS has investigated under what conditions and for which network points it is possible to reduce the nomination lead time from two hours as is the case now, to half an hour. A reduced nomination lead time allows market parties to respond quicker to unexpected events. GTS has endeavoured to formulate a generally applicable rule that is always in force so that market parties can use the lead time reduction for their own purposes, such as trading on the TTF, and not only for assisting in balancing the national grid.

Reduction of the nomination lead time is feasible taking into account the following conditions. The lead time will still be related to the start of the next clock hour and nominated volumes will still be for whole clock hours. The currently standard lead time of two hours is used by GTS to prepare the network in order to be able to transport the requested volumes of gas. For this reason large flow changes received at short notice cannot be accommodated. In order to be able to facilitate the reduction of the nomination lead time and to keep the changes manageable in the network, GTS has formulated the following set of rules:

  • For grid connection points with a technical capacity* smaller than 50,000 m3/h, parties can send in nominations with a lead time of half an hour for their booked firm capacity without any restrictions in flow change.
  • For grid connection points with a technical capacity* of 50,000 m3/h or more, the difference between the nomination known at H-2 and a nomination that arrives between H-2 and H-½ can be a maximum of 25% of the firm capacity booked by that party or 50,000 m3/h, whichever is the larger. For the purpose of determining the firm capacity booked by a party, all relevant portfolios of the party and any affiliated companies will be taken into account.
  • For bidirectional grid connection points where a party has booked firm capacity in both directions, GTS will determine the allowed difference between the nomination known at H-2 and a nomination that arrives between H-2 and H-½. This will be based on the largest firm capacity “(entry or exit)” that the party has booked on that grid connection point.

As a basic principle GTS can facilitate a possible reduction of the nomination lead time (if nominations are required) on the following network points: production points, storages, industrial points, private distribution network points and distribution network points. GTS consulted the operators of the infrastructure connected to the GTS grid on their ability to accommodate the lead time reduction both technically and administratively.

GTS has consulted the operators of the infrastructure connected to the GTS grid on their ability to accommodate the leadtime reduction both technically and administratively. For the following list of network points the leadtime reduction applies. For network points that are not mentioned, it is either not possible to accommodate the lead time reduction due to international agreements (e.g. the border points) or GTS or the operator of the connected infrastructure could not yet accommodate the lead time reduction.

Procedure for reduced nomination lead time on the border points

If market parties want to make use of reduced nomination lead time on specific border points, GTS will investigate the feasibility. Parties are requested to submit their request to reduce nomination lead time to 30 minutes per border point to their account manager. The requesting party must already be active on the requested border point or must become active on the requested border point. After the request the party will receive a confirmation of receipt, after which GTS will investigate whether it can facilitate the request and GTS will submit the request to the NNO concerned. GTS will inform the party of the outcome and if both the NNO and GTS can facilitate the nomination lead time reduction, this border point will also be published on the website. The GTS outcome is expected to be available within one month but it cannot be guaranteed that the NNO will also have its outcome available within one month. The conditions applicable for nomination lead time reduction on border points are described above.
