Allocation

GTS allocates the use of the gas transmission grid to shippers on the basis of allocations for each hour for each entry and exit point. For exit points connected to a distribution network, the allocation data are determined by distribution network operators and sent to GTS and the shippers. For all other entry- and exitpoints, the allocations are determined by GTS except in situations where the collective shippers request GTS to allow an other party to perform the allocation. GTS does this on the basis of the ‘allocation roles’.

For each relevant entry or exit point a shipper is assigned an allocation role. The main roles are the proportional role and the balancing role. A shipper with a proportional role will in
principle be allocated the confirmed volume, whereas a shipper with a balancing role will have the volume allocated that equals the difference between the measured volume and the sum of the confirmations to the shippers that have a proportional role. When no balancing shipper is active, the measured quantities are allocated pro rata on the basis of the confirmations. At certain locations (published by GTS) the allocations are delivered by the NNO.

Allocation roles

The table below gives an overview of the allocation roles in the balancing regime.

Most roles are unchanged compared with the situation before 1 April 2011, except for a connection to the GTS grid, where the allocation role ”proportional” is no longer possible. Instead there are a number of different balancing relations on the TTF which facilitate a wide range of possible commercial contracts.

The balancing relationship on the TTF is a relationship between one or more shippers on the TTF, facilitated by GTS, where the balance-supplying shipper supplies the volume of gas for the physical supply of domestic exits in the portfolio of the balance-receiving shipper. The balancing relationship is specified per user category. Several variants are possible. A balance-receiving shipper and a balance-supplying shipper can specify an up-front specified nominated and confirmed percentage of the total supply, or an up-front specified upper limit, or an up-front specified lower limit below which a transfer will not take place. The balancing-receiving shipper can also bring in a fixed amount of “own” gas within the balancing relationship.

The balancing-receiving party is registered in the connection register of the relevant network operator.
