Licensing

To be able to use the services offered by GTS, a shipper needs to be recognized by GTS. GTS advises to submit the application for licensing well in advance of the date on which the transport service commences. GTS assumes that every party requesting to be licensed is well informed on the current tariff system and related services, the “gasvoorwaarden” (only Dutch) and the general Transport Service Conditions (TSC) of GTS.
 

GTS accepts everyone as a participant to the gas transport who;

  1. is sufficiently creditworthy in respect to its intended obligations, meaning that conditions in respect to financial sureties, that fit the credit risk according to fixed rules by GTS, have been met. These rules are included in Appendix 1 of the ´Transportvoorwaarden Gas-LNB´ which is part of the ´Gasvoorwaarden´. In case the participant is considered not creditworthy by GTS, additional sureties will have to be supplied. Financial sureties that surely will be accepted are listed under the header ”Forms” (surety agreement of surety deposit). If there is a risk that the participant's available credit will be exceeded or if the available credit is actually exceeded, the actions GTS takes are written down in the protocol for enforcing creditworthiness;
  2. meets the requirements for the electronic message interaction with respect to the nomination process, entry and exit programmes, portfolio imbalance signal and the use of the bid price ladder; (see Operating Procedures Appendix 5 of the current TSC) and
  3. in all respects expresses to dispose of the professionalism, precision and technical, administrative and organizational facilities, which are requested to become a participant in the gas transport in the national gas transport grid and behaves itself in accordance to that

In order to meet these conditions it will be necessary to gain access to our online services (Gasport and/or Business-to-Business) and GEA Click & Book (if party wants to book capacity). Both online services are described here.
The infrastructure of B2B is available 24/7, the infrastructure for Gasport not. Therefore we advise you to be able to communicate with B2B in addition to the screens of Gasport.

In case the above-mentioned conditions are met, we will publish the licensing on our website and the party will be indicated as shipper.

GTS uses two types of licensing for a shipper, licensing LA and licensing LB, the difference being the possibility to contract exit capacity on an exit point between the national gas transport grid and a regional gas transport grid.

Licensing LA
Parties with licensing LA make use of the services of GTS, except for exit capacity on an exit point between the national gas transport grid and a regional gas transport grid. If the party has programme responsibility for a domestic exit point, the party needs to have an EAN code, which can be applied for at EAN-Nederland http://www.gs1.nl/

Licensing LB
Parties with licensing LB make use of the services of GTS, including exit capacity at exit points between the national gas transport grid and a regional gas transport grid. Besides the requirements as listed above the following conditions apply:

  • party should have an EAN-code, which can be applied for at EAN-Nederland http://www.gs1.nl
  • party should participate in the messaging with respect to the allocation. To participate in this, a party should register for the virtual private network (VPN) of GTS. See VPN.
